Developed by North Shore Animal League America, PASS (is the first centralized database and sharing hub of its kind for information on prospective adopters from across the US.
PASS will allow you to check for information on prospective adopters to help prevent individuals who have been convicted of animal abuse from potentially adopting. Due to its continued data collection, it also serves as an internal record keeping program as well as a shared resource hub that will show if a potential applicant was flagged when trying to adopt elsewhere for a variety of reasons.
PASS provides organizations with an additional method of screening to assist rescues and shelters with making the best decision as to whether to proceed with an adopter for a particular animal or at all.
PASS is meant to provide organizations with an additional method of screening, not to turn down an adoption. The decision as to whether a person can adopt is always up to the organization and its policies.
