It is not necessarily illegal to leave a dog in an apartment while the animal’s “parent” is in the hospital if the dog is getting necessary care, which would include such things as sufficient food, water, walks/exercise, and veterinary attention, if veterinary care is needed. Failure to do so may result in the animal being seized. Criminal charges may also follow.
