Abused dog trembles before returning to meth using owner.

Question

What can I do if the dog I watch is exposed to large amounts of meth and trembles when the owner comes to pick him up? It is proved that this individual has lied to their child and continues to engage in behaviors that expose and endanger the animal.

People who suspect that an animal is being mistreated should contact the police, animal control, and any other entities in their area that enforce animal cruelty/neglect laws. Humane societies and societies for the prevention of cruelty to animals (SPCAs) may be of assistance too.
Sometimes an argument can be made that an animal was gifted. In these instances, the person who believes that his/her animal is being wrongfully withheld can contact the police (although the police do not usually intervene in animal custody disputes) and can commence a civil lawsuit to try to get the animal returned and/or for money (although many more people threaten to sue than sue).
Sometimes getting a veterinarian involved helps to get an animal away from an abuser. Many states have laws that address reporting by veterinarians of cruelty/neglect and provide immunity to veterinarians who in good faith make such reports. Utah’s law states: “A licensed veterinarian who in good faith and in the normal course of business, reports a suspected case of animal cruelty to law enforcement or the proper authorities is immune from liability in any civil or criminal action brought against the veterinarian for reporting the suspected cruelty.” Law enforcement authorities may remove the animal based on the veterinarian’s findings.
Sometimes the most expedient way of getting an animal out of a bad situation (particularly when law enforcement officers do not believe they have enough evidence to take action) is to offer to adopt or even buy the animal, as unfair as paying for the animal is under certain circumstances. The transfer of “parenthood” (ownership) agreement would ideally be in writing, signed and dated by the parties.
