Can I take legal action to get my kitten back?

Question

I had a girl come into my home and agree to foster my kitten. She signed a document I had typed out that she would return the kitten immediately upon request of the owner (me). She has now refused to return my kitten to me and has blocked my number. Can I file a police report? Will they do anything to help me?

Kansas, USA

Answer

People who believe that their animal is being wrongfully withheld can contact the police but the police do not usually intervene in disputes regarding animal foster agreements. A civil lawsuit (such as a replevin action) can also be commenced to try to get an animal returned. I hope that everyone involved considers the best interests of this cat.
